Dear Colleagues:
I deeply regret that I am unable to participate in the events organized on Metrology in the People’ Republic of China
我非常遺憾不能參加在中國(guó)舉辦的“世界計(jì)量日”活動(dòng)。
Metrology is clearly a major resource for economic and social development, and World Metrology Day, celebrated on May 20th ,is the occasion to demonstrate the importance of metrology, especially in the context of globalization.
眾所周知，計(jì)量是推動(dòng)經(jīng)濟(jì)和社會(huì)發(fā)展的主要因素，開(kāi)展5月20日“世界計(jì)量日”慶祝活動(dòng)顯示了計(jì)量的重要性，尤其是在全球化方面。
Measurements are at the heart of many activities in everyday life such as trade, quality control in industry, agriculture, food safety, health care, environmental protection and safety. But these measurements must be reliable and this is why metrology is needed. Metrology provides uniform references to measurements so that all measurements are comparable, it provides quality in the measurements so that the required accuracy may be reached, and it provides transparency so that all interested parties may have confidence in the measurements.
在日常生活中，測(cè)量是如貿(mào)易、工業(yè)質(zhì)量控制、農(nóng)業(yè)、食品安全、醫(yī)療健康、環(huán)境保護(hù)及安全的中心。但這些測(cè)量必須是可靠的，這也是為什么需要計(jì)量的原因。計(jì)量提供了統(tǒng)一的測(cè)量標(biāo)準(zhǔn)，使得所有測(cè)量師可以溯源的；計(jì)量保證了測(cè)量的質(zhì)量，使得測(cè)量可以達(dá)到要求的準(zhǔn)確度；計(jì)量為測(cè)量提供的透明度使得利益各方對(duì)測(cè)量充滿信心。
Sates need to set up and continuously develop infrastructures for metrology, including national laboratories to provide the best references, local calibration laboratories and accreditation in order to disseminate these references throughout the country, regulations on measurements and on measuring instruments when protection by regulations is needed by the public, training for measurement specialists, and information to the public.
各國(guó)需要建立并不斷發(fā)展計(jì)量基礎(chǔ)體系，包括：提供最佳計(jì)量標(biāo)準(zhǔn)的國(guó)家實(shí)驗(yàn)室、地方校準(zhǔn)實(shí)驗(yàn)室和認(rèn)可活動(dòng)，以便這些計(jì)量標(biāo)準(zhǔn)能在全國(guó)進(jìn)行量值傳遞；制定計(jì)量規(guī)程保護(hù)公眾利益；培訓(xùn)計(jì)量專業(yè)人員和向公眾發(fā)布信息等。
Such infrastructures are very much interconnected with other countries’ infrastructures, as most measurement activities have international aspects: trade in commodities, exchanges between companies worldwide, subcontracting, conformity of exported products with other countries’ regulations and standards, conformity of imported products with national requirements, international issues about environment protection, etc.
上述計(jì)量基礎(chǔ)體系與其他國(guó)家計(jì)量基礎(chǔ)體系是相互關(guān)聯(lián)的，因?yàn)榇蠖鄶?shù)測(cè)量活動(dòng)與國(guó)際交流有關(guān)。如：商品貿(mào)易、跨國(guó)公司、合同分包、出口產(chǎn)品符合各國(guó)法規(guī)和標(biāo)準(zhǔn)、進(jìn)口產(chǎn)品符合國(guó)家要求、環(huán)境保護(hù)的國(guó)際問(wèn)題等。
The primary objective of Organizations such as the OIML is to help States to develop consistent and harmonized metrology systems in order to provide a sound basis for economic and social development and to facilitate international relations.
國(guó)際法制計(jì)量組織（OIML）的主要目標(biāo)是幫助各國(guó)建立一致和協(xié)調(diào)的計(jì)量體系，為經(jīng)濟(jì)和社會(huì)發(fā)展提供堅(jiān)實(shí)的基礎(chǔ)，并促進(jìn)國(guó)際關(guān)系。
We warmly commend AQSIQ for the contribution that they provide on behalf of the People’s Republic of China to OIML activities and for their outstanding activity in furthering the development of their national metrology infrastructure, and for their awareness of metrology in China. The celebration of World Metrology Day in China is one of these very important and useful events.
我們贊賞中國(guó)國(guó)家質(zhì)量監(jiān)督檢驗(yàn)檢疫總局為此所作的貢獻(xiàn)，它代表中國(guó)參加OIML各項(xiàng)活動(dòng)，為推動(dòng)中國(guó)計(jì)量基礎(chǔ)體系的進(jìn)一步發(fā)展做出了卓越的工作，提高了中國(guó)人民的計(jì)量意識(shí)。在中國(guó)舉辦的“世界計(jì)量日”慶祝活動(dòng)是非常重要和有意義的。
